What is the reason for electricity shortage in TamilNadu?

I know that TamilNodu is one the large state in India and the population also high. But in summer some of the major cities in the state like Trichi,coimbatore etc facing even 48 hours of powercuts which makes life so horrible in these cities in summer. I know the rivers are less in TamilNodu , that could be one reason. But the state have thermal plants and even nuclear plants which looks not sufficent for the energy need for the state. When I go out of chennai, the eletricity  not reached some of the rural areas. Its time for TamilNodu to develop the other areas outside chennai .I know that need for electricity and resources are more in Chennai..but look at outside Chennai situation.. its time to give the electricity for them.
